When giving cash awards under chapter 45 of title 5, the President or an agency head, after consulting the program manager named in section 485, may count an employee’s successful and proper sharing of information under the section 485 information-sharing environment—like homeland security, terrorism, WMD, or national intelligence as defined in section 3003(5) of title 50—so long as it follows the rules set by the President or the program manager. Heads of the departments listed in section 485(h), working with that program manager, must adopt best practices to teach and encourage federal employees to take part in the information-sharing environment, including using promotions and other nonmonetary awards and publicizing employees’ sharing achievements and the real benefits that resulted.
