The Department of Homeland Security must set up, within 90 days after December 18, 2015, a way for a Statewide Interoperability Coordinator to report cybersecurity risks or incidents that affect any systems or networks used by emergency responders. Within 1 year after December 18, 2015, DHS must have its cybersecurity center analyze those reports with other federal offices and NIST and make information and recommendations on how to secure and strengthen those systems. NIST must keep working to develop risk‑reduction methods, report the results to Congress, and post the report online. States do not have to report, and non‑federal groups do not have to adopt or follow the recommendations. Definitions: Statewide Interoperability Coordinator — the state official who helps manage emergency communications. Emergency response providers — people or agencies that respond to emergencies. Non‑Federal entity — any organization that is not part of the federal government.
