Create and run a national office that leads work on law enforcement technology. The office must give equipment, training, and technical help so federal, state, and local law enforcement agencies can get and use better, safer technology. The office must advise the Attorney General, keep advisory groups, set and test performance standards under the National Technology Transfer and Advancement Act of 1995 (Public Law 104–113), and run a program to certify or recognize products that meet those standards. It must do research, testing, and cost–benefit studies on many kinds of tech (for example, guns that prevent unauthorized use, protective gear, blast‑resistant glass, location-aware alarms, interoperable communications, forensic and computer‑crime tools, counterterrorism devices, DNA ID, and similar items). It must work with other Federal agencies and the White House, improve public‑safety communications interoperability, serve on interagency panels (including the Department of Defense’s Technical Support Working Group), run regional Technology Centers, help fight cybercrime, fund research fellowships, share information and training, represent U.S. law enforcement internationally, and make contracts, cooperative agreements, and grants (which may require matches). Research must be competitive unless another law says otherwise. Federal agencies must give requested information unless law forbids it. The Director controls publications and may transfer or provide funds under section 605 of Public Law 107–77. Each year the Director must include a report with the Justice Department budget that gives a 5‑fiscal‑year needs assessment and plan, plus a review of the previous year’s activities and results.
