Transfers to the Secretary the jobs, staff, property, and debts tied to certain programs now run by the Department of Energy and the Department of Defense. It moves DOE work on chemical and biological security, programs to detect nuclear smuggling, nuclear assessment work, some life‑science pathogen research (when the President says to move it), the Environmental Measurements Laboratory, and advanced computing work at Lawrence Livermore National Laboratory. It does not move programs tied to the Nation’s strategic nuclear defense posture. The President may choose to transfer or have joint control of the nuclear smuggling work, and may designate which pathogen research moves. It also moves the Defense Department’s National Bio‑Weapons Defense Analysis Center and the related Defense Department duties.
