The Secretary, through the Under Secretary for Science and Technology, must set up and run a program to promote new technologies that help the Department do its job. The program must include a central clearinghouse for technology information; public calls for new and unique tech; a technical assistance team to check proposals for feasibility, scientific merit, and cost; help and advice for federal, state, local, and private groups on using those technologies; and information for people about federal funding, rules, or purchasing. The Secretary and the team must not set technology standards for the Department, other federal agencies, state or local governments, or private companies. The team also must not review proposals made in response to an active procurement or a specific agency requirement. The Secretary must coordinate with the Technical Support Working Group organized under the April 1982 National Security Decision Directive Numbered 30.
