Must stop terrorists and their tools from entering the United States and secure the borders, coastal waters, ports, and all air, land, and sea transportation systems, including work at ports of entry. Must carry out immigration enforcement moved from the Immigration and Naturalization Service, set visa rules and national immigration priorities, run U.S. customs (except as part C says), handle Agriculture inspections moved under section 231, and keep lawful travel and trade fast and orderly.
