Leaves the Administrator of General Services responsible for running, maintaining, and protecting federal buildings and grounds under the Administrator’s control. The Administrator keeps the powers needed for those jobs from chapter 1 (except section 121(e)(2)(A)), chapters 5–11 of title 40, and other necessary laws, but not the law enforcement and related security duties moved under section 203(3). Does not force the Administrator to stop collecting rents or fees (including fees for protective services) and does not allow the Secretary or other Department officials to obligate money from the Federal Buildings Fund (section 592). Any rents or fees the Administrator gives the Secretary must be used only to protect federal buildings or grounds.
