Creates a program inside the Department of Homeland Security called the Blue Campaign to fight human trafficking (as defined in 22 U.S.C. 7102(9) or (10)). A Director picked by the Secretary will lead the Campaign. The Campaign must bring DHS efforts together, give department-wide guidance, make and coordinate training, and provide trauma-informed guidance so victims get quick access to support services in addition to the help required under 22 U.S.C. 7105. The Campaign must train DHS and other federal, state, tribal, and local personnel on spotting trafficking, what information to record in DHS computer systems, and how to share information about suspected or convicted traffickers and trafficking patterns. It must teach ways to find victims at borders and airport checkpoints, train TSA staff to identify victims and serve as a resource for aviation workers and travelers, and create public education tools (like cards, pamphlets, posters, and media campaigns). The Director must make online interactive training available for 10 years starting 90 days after December 27, 2021, for various law enforcement and corrections personnel and others the Director chooses. A Blue Campaign Advisory Board will include the Office for Civil Rights and Civil Liberties, the Privacy Office, and at least four other DHS components; the Secretary may set its charter, and the Director must consult the Board and other experts. The Director may also consult state, local, tribal, and territorial agencies, NGOs, private groups, and outside experts when developing programs.
