The Secretary must, within 1 year after the effective date of this chapter, send a report and plan to the House and Senate Committees on the Judiciary and Appropriations explaining how the Bureau of Citizenship and Immigration Services will efficiently and fairly finish the adjudications listed in paragraphs (1) through (5) of section 271(b). For each kind of adjudication, the report must say how to save resources without lowering quality, set a target processing time, and propose any law changes the Secretary thinks needed. To make the plan, the Secretary must consult with the Secretary of State, the Secretary of Labor, the Assistant Secretary of the Bureau of Border Security of the Department, and the Director of the Executive Office for Immigration Review.
