The Secretary may accept gifts of property and services, including guest lecturers, for the Center for Domestic Preparedness to respond to natural and man-made disasters, including terrorism and weapons of mass destruction. The Secretary must refuse any gift that would harm or appear to harm the integrity of a Department program or a person involved in one. Each year the Secretary must publish a public report to the House and Senate homeland security committees listing gifts accepted that year, how they helped the Center, and the Federal savings generated.
