Make and run a modern national alert system so people get fast warnings about natural disasters, acts of terrorism, and other man-made threats. The system must let the President warn the public, and when the President is not using it, let federal, State, tribal, and local governments warn people in danger. The system must actually send timely and useful warnings to the public. The Administrator must set common protocols and rules and make the system work across many technologies and future ones. The system must be able to change messages by location and risk. It must, when technically possible, give the same information to people with disabilities, people with access and functional needs, and those who speak limited English. Training and exercises must be done, including adding the system into other Department training, building a NIMS training program for officials, and running nationwide tests at least once every 3 years. The system should be secure, resilient, and include public education. The Administrator must work with private companies, all levels of government, the FCC, and the IPAWS Subcommittee. The system should reach visitors, remote areas, and as many people as possible, use redundant ways to alert people, and protect privacy where feasible. It may only be used for relevant emergencies except for testing. Within 1 year after April 11, 2016, and annually through 2018, the Administrator must post a performance report on the Agency website and send it to the Senate Committees on Homeland Security and Governmental Affairs and on Commerce, Science, and Transportation, and to the House Committees on Transportation and Infrastructure and on Homeland Security. Reports must set goals, describe technology and accessibility efforts, list training and tests, note problems and fixes, and compare results to goals.
