Summary

The Secretary of Homeland Security must run a program, through the Assistant Secretary for the Countering Weapons of Mass Destruction Office, to coordinate DHS work that protects U.S. food, farms, and animal health from terrorism and other serious threats. The program must at least oversee DHS duties under Homeland Security Presidential Directive 9 (Defense of United States Agriculture and Food); coordinate DHS efforts on veterinary public health, food defense, and agricultural security; lead policy and preparedness for food or animal incidents and agricultural terrorism; work with other DHS parts (including Customs and Border Protection) and with other federal agencies; and do any other tasks the Secretary finds necessary. This does not change the authority of the Secretary of Agriculture or the Secretary of Health and Human Services.
