Within 1 year after December 20, 2022, the Secretary of Homeland Security must work with the U.S. Fire Administration, the EPA, NIOSH, and other relevant agencies to make and publish easy-to-follow guidance and training for firefighters and emergency responders about PFAS. The work must include a curriculum that teaches how to reduce and remove PFAS exposure from firefighting foam and protective gear, how to keep PFAS out of the environment, and information on PFAS-free foams, gear, and tools. The Secretary must also set up and keep updated a public online collection of tools and best practices for reducing PFAS exposure and releases. The U.S. Fire Administration will advise the Secretary on the curriculum after talking with people like firefighters and their national groups, communities affected by PFAS, scientists and health experts, standards groups, State fire training academies and marshals, equipment makers, and any other relevant groups. The guidance and curriculum must be reviewed no later than 3 years after they are issued and at least every 3 years after that, with updates as needed. The Federal Advisory Committee Act does not apply, and nothing here forces the Secretary to make or enforce formal regulations under the Administrative Procedure Act.
