Creates an Officer for Civil Rights and Civil Liberties who reports directly to the Secretary. The Officer must review reports of rights abuses and racial, ethnic, or religious profiling by Department staff, tell the public how to reach them and what they do, help the Department make and review policies to protect rights, check that programs follow the Constitution and laws, work with the Privacy Officer so rights and privacy are handled together and Congress gets needed reports, and investigate complaints unless the Inspector General decides to handle them. Each year the Secretary must send Congress a report on how the job is being done, how money was spent, any alleged abuses, and what the Department did about them.
