By March 31, 2004, the Comptroller General must finish a review of whether federal purchases followed this subchapter’s rules and send a report to the Senate Committee on Governmental Affairs and the House Committee on Government Reform. The report must say how those purchases helped employees in each executive agency do their missions, how well employees were trained to use technology, and include any recommendations. Before doing the review, the Comptroller must talk with the two committees about what to study, including technology integration, employee training, human capital management, and the data needed.
