Starting in fiscal year 2004 and after, unless otherwise provided, funds may be used for certain items. These include buying uniforms (regardless of the usual purchase-price limit for the current fiscal year); buying insurance for official vehicles used abroad; contracting with the Department of State for health and medical care for employees and their dependents overseas; services under section 3109 of title 5; and hiring or buying motor vehicles under section 1343 of title 31. Passenger cars bought for police-type use also may be purchased regardless of the current fiscal year's purchase-price limit.
