Creates an Office of International Affairs inside the Secretary’s office, led by a senior Director chosen by the Secretary. The Director must set up information and training swaps with friendly countries to share homeland security tools and best practices, including research, first‑responder drills, and help on preventing and handling terrorism and crises. The Director must spot U.S. weak spots where allies are strong, run international conferences and exchange programs, and coordinate the Department’s international work with other federal counter‑terrorism officials.
