Creates an office called the Office of National Capital Region Coordination inside the Secretary’s office. That office must be led by a Director chosen by the Secretary. The Secretary must work with the Mayor of Washington, D.C., and the Governors of Maryland and Virginia so those local and state leaders are included in federal planning to prepare for and respond to terrorist attacks. The office must coordinate the Department’s work in the region, work with other federal, state, local, regional, and private groups, and speak for those groups to help them get federal grants and programs. It must assess and push for the resources those governments need, offer information and technical help, get meaningful input from stakeholders, and help with planning, training, and information sharing. Each year it must report to Congress on needed resources, progress made, and recommendations for more support. Nothing in the law limits state or local authority.
