Use equipment already in the Administration’s inventory before buying more to meet a mission need, whenever practical. The Administrator must set up a system to track where security-related equipment is, how much there is, and whether it is being used, and must keep those records accurate and current. The Administrator must create logistics rules to manage inventory efficiently and must not use just-in-time delivery if that would hinder planning for large deliveries to airports or other sites or would cut the ability to surge in response to a terrorist threat.
