The Secretary must make sure Department grant rules for homeland security that pay for interoperable emergency communications match the goals in the National Emergency Communications Plan. The Secretary, through the Assistant Secretary for Grants and Planning and consulting the Assistant Director for Emergency Communications, may block a State, local, or tribal government from using Department homeland security funds for communications if the government did not submit the required statewide interoperable plan, wants equipment that does not meet national voluntary consensus standards without a good explanation, and if, three years after the initial National Emergency Communications Plan was completed, national voluntary consensus standards still have not been developed. The Secretary will work with the FCC, NIST, and other federal agencies to help create and update those standards.
