When deciding how to divide grant money under sections 604 or 605, the Administrator must look at each State or high-risk urban area’s level of risk and its needs. The decision must consider things like how many people live or visit there (including military, tourists, and commuters), how crowded it is, any history of being targeted, risks to critical infrastructure (including nearby jurisdictions), the latest threat reports, whether it is near an international border or has an ocean coastline, how likely it is to have to respond to incidents nearby, any missing target capabilities, whether nearby cities, counties, or tribes should be included for regional response, and any other written factors the Administrator sets. The Administrator must also judge how well the proposed use of the grant will improve prevention, preparedness, protection, and response, help meet target capabilities, and lower overall risk. In judging threat, the Administrator must consider these types: Biological; Chemical; Cyber; Explosives; Incendiary; Nuclear; Radiological; Suicide bombers; and other types the Administrator finds relevant.
