The Administrator must make sure that anyone who gets Department grants to prevent, prepare for, protect against, or respond to natural disasters, acts of terrorism, or other man-made disasters (excluding help under section 203, title IV, or title V of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133, 5170 et seq., and 5191 et seq.)) coordinates, when appropriate, with nearby State, local, and tribal governments. If a grant covers a high-risk urban area or an area that spans more than one State, recipients must also coordinate across State lines, using regional working groups and regional plans when needed. Any State or high-risk urban area that gets a grant under section 604 or 605 must set up a State planning committee or urban area working group to help make and update homeland security plans, do threat and risk assessments, and set funding priorities. Those committees or working groups must include at least one person from each of the main stakeholder groups: local or tribal officials; emergency responders (fire, police, EMS, and emergency managers); public health and other medical staff; representatives of schools and colleges; communications coordinators; and fusion centers. Members should represent the counties, cities, towns, and Indian tribes in the State or urban area, including rural, high-population, and high-threat places. A State or urban area does not have to form a new group if it already uses a multijurisdictional planning committee or commission that meets these rules. Congress also says the Department should run a coordinated system of terrorism-focused and all-hazards grants, keep a proper balance between those funding types as set by titles I and II of the Implementing Recommendations of the 9/11 Commission Act of 2007, and make sure terrorism grants quickly build top capabilities in the highest risk areas while raising basic preparedness nationwide.
