Create a Cybersecurity Division inside the Agency, led by an Executive Assistant Director for Cybersecurity. That leader is at the Assistant Secretary level in the Department, is picked by the President without Senate approval, and reports to the Director. Any mention of the Assistant Secretary for Cybersecurity and Communications or Assistant Director for Cybersecurity in laws or papers now means this Executive Assistant Director. The Executive Assistant Director must run the Agency’s cybersecurity work, carry out Director-directed actions to protect federal information and systems consistent with law (including subchapter II of chapter 35 of title 44 and the Cybersecurity Act of 2015 (division N of the Consolidated Appropriations Act, 2016 (Public Law 114–113))), fully take part in the processes required under section 652(c)(7), and perform other duties the Director assigns.
