Creates an Infrastructure Security Division inside the Agency and puts an Executive Assistant Director for Infrastructure Security in charge. That person has the rank of Assistant Secretary, is appointed by the President without Senate confirmation, and reports to the Director. Old job titles like Assistant Secretary for Infrastructure Protection or Assistant Director for Infrastructure Security now refer to this Executive Assistant Director. The Executive Assistant Director must lead the Agency’s critical infrastructure security work; at the Director’s direction, run the Chemical Facilities Anti-Terrorism Standards Program and the secure handling of ammonium nitrate program (or their successors); fully join the coordination mechanisms required under section 652(c)(7); and carry out other duties the Director gives.
