Require the Director of the Cybersecurity and Infrastructure Security Agency to give state and local governments, and private owners or operators of critical information systems who ask, warnings and analysis about threats and weaknesses, and to help manage crises together with the Under Secretary for Emergency Preparedness and Response. The Director must also provide technical help for emergency recovery plans and carry out the Secretary’s duty to protect federal information systems under subchapter II of chapter 35, title 44.
