The Center must collect, combine, study, and protect reports from covered organizations about cyber incidents. It must look for how attackers break defenses, judge risks to public health and safety, and improve awareness across critical infrastructure. The Center must work with other federal agencies to track ransom payments, including virtual currency. It must use what it learns to improve sharing and coordination with government partners, industry, and researchers, and give them timely, anonymous, useful reports about attack campaigns, trends, indicators, and defensive actions. The Center must get feedback from stakeholders, help owners and operators share information voluntarily, review significant or related incidents to find ways to stop them, and support cybersecurity research where possible. The Center must publish a public, unclassified report every quarter that summarizes anonymized findings and recommendations. It must make reports and related information available to Sector Risk Management Agencies and other federal agencies as soon as possible, and no later than 24 hours after receiving them. The President or the President’s designee can set a specific sharing time and decide which federal agencies get the information. Starting 60 days after a final rule is effective, and on the first day of each month after that, the Director must brief top congressional leaders and the homeland committees about the national cyber threat picture. Those monthly briefings must include the total number of required and voluntary reports from the prior month, identified trends (such as common attacker methods and intelligence gaps), how the information was used, and an unclassified part (with an optional classified component).
