The Administrator, working with the Department’s Chief Information Officer, must modernize the Agency’s computer systems. They must make systems like the National Emergency Management Information System, the Logistics Information Management System III, and the Automated Deployment Database able to work together and share data; get upgrades to headquarters and regional offices quickly; keep a testing environment to check components before release; make systems track response staff, assignments, task orders, and supplies during disasters; fix NEMIS problems that existed on October 4, 2006; and give training and manuals so staff can use the systems. No later than 270 days after October 4, 2006, the Administrator must send a report to the appropriate congressional committees describing what was done, what was improved, what problems remain, and any extra money needed.
