The Administrator must finish and update written guidelines no later than 180 days after October 4, 2006. The work must be done with the heads of the right federal agencies, the National Council on Disability, and the National Advisory Council. The guidelines must lay out risk-based target capabilities for federal, state, local, and tribal governments so the Nation can prevent, respond to, recover from, and reduce harm from all hazards, like natural disasters, terrorism, and other man-made events. The guidelines must be specific, flexible, and measurable, and must be sent quickly to the proper congressional committees and to the States. When looking at terrorism risk, the Administrator must include threat, vulnerability, and consequences for people (including commuters and tourists), crowded places, key infrastructure, coastlines, and borders, and must use the most current terrorism risk assessment from the Chief Intelligence Officer of the Department. The Administrator must set preparedness priorities that balance all-hazard risks with the resources needed, and may help states develop mutual aid agreements.
