Summary

Under section 5196(h)(1)(C) of title 42, the Administrator must speed up finishing an inventory of federal emergency response capabilities. For each agency with duties under the National Response Plan, the inventory must say for every capability what it can do, how fast it can be used, and how ready it is for natural disasters, terrorism, or other man-made events. It must also list personnel who meet the credential rules in section 320, resources typed under section 320, and emergency communications equipment held by the Federal Government (and, if needed, by State, local, tribal, or private groups). The Administrator, working with the Secretary of Defense, must make a list of Defense Department organizations and functions that can support civil authorities under the National Response Plan and sections 5170a, 5170b, and 5192 of title 42. The Administrator must create a database that lets agencies share real-time information on capabilities, readiness, equipment compatibility, credentialed people, and typed resources, so help can be found and deployed quickly and the inventory can be shared with other Federal agencies.
