Title 6 › Chapter CHAPTER 2— - NATIONAL EMERGENCY MANAGEMENT › Subchapter SUBCHAPTER II— - COMPREHENSIVE PREPAREDNESS SYSTEM › Part Part C— - Miscellaneous Authorities › § 772

Summary

The Administrator must create, coordinate, and keep up a National Disaster Housing Strategy. The Administrator must work with federal agencies, the National Advisory Council, the National Council on Disability, and others. The strategy must say which federal programs are the most efficient and cost effective for meeting short‑term and long‑term housing needs after a major disaster. It must also explain the roles and responsibilities of each group involved, including the Agency, the Department of Housing and Urban Development, the Departments of Agriculture, Veterans Affairs, and Health and Human Services, the Bureau of Indian Affairs, other federal agencies, the American Red Cross, and state, local, and tribal governments. The plan must describe the housing programs that may be offered, funding issues, how agencies will share duties, and how to help people who have jobs or other means to support themselves. It must cover help for low‑income and special needs populations and make sure enough units are available for people with disabilities. The plan must include how grouped housing sites will operate (services, management, security, and density), how to promote repair or rehab of rental housing, and any extra authorities needed. The Administrator should publish public guidance on the types of Stafford Act housing help, who is eligible, and how to apply. A report describing the strategy had to be sent to Congress within 270 days after October 4, 2006, and updates must be sent when the plan changes and at least once every 5 years.
