The Secretary, with the Commissioner, must check and confirm the security measures and supply‑chain practices of a Tier 1 participant using the rules in subsection (c). These checks must include on‑site visits to foreign locations the participant uses and should, when possible, be done within 1 year after the participant becomes Tier 1. A participant validated as Tier 2 must get benefits such as lower Automated Targeting System scores, fewer cargo examinations, and priority cargo searches. Within 180 days after October 13, 2006, the Secretary and Commissioner must set a schedule and update the rules for how these validations are done.
