The Secretary of Agriculture must help farmers, processors, and distributors get prices that keep a steady, adequate supply of farm products for U.S. consumers. If the Secretary tells the President that price controls are going to make a product’s supply unacceptably low and no other fixes exist, the President must adjust the maximum price limits set under Executive Order 11723 (June 13, 1973) or any later similar order for that product anywhere in the supply chain. "Agricultural products" here means meat, poultry, vegetables, fruits, and other farm commodities in raw or processed form, but not forestry products or fish/fishery products. The Secretary must also carry out policies that encourage farmers to produce as much as they can during shortages so consumers have enough food and fiber at fair prices.
