Starting with the 1964 crop, if a feed‑grain acreage diversion program is in effect, the Secretary must let feed‑grain acres be treated as wheat acres and wheat acres be treated as feed‑grain acres, on terms that won't harm the programs. When wheat is allowed instead of oats or rye, the Secretary may compare feed units per acre.
