The Administrator must do research and can fund it with grants or contracts with federal agencies, universities, or others. That research must include work on integrated pest management with the Secretary of Agriculture and must not repeat research other federal agencies already do. The Administrator must create and update a national pesticide monitoring plan with federal, state, and local partners and carry out monitoring of air, soil, water, people, plants, and animals. The Administrator must also set ways to detect accidental pesticide exposure, measure pollution and long‑term trends, identify contamination sources, and link contamination to health and environmental harm.
