The Administrator can agree with States and Indian tribes to let them help enforce the rules, train their staff, and get grants to run programs. The Administrator can also hire federal, state, or tribal agencies to promote training and certification of applicators. Working with the Agriculture Secretary, the Administrator must use State extension services to teach pesticide users about approved uses and other rules.
