The Secretary must use the same State, county, and local farm committees, extension services, and approved agencies already used for related programs under Title 16. The local areas used to run those Title 16 programs must match the local areas used for this program. The Secretary must pay county farm committees from funds for this program and for chapter 3B of Title 16 to cover estimated administrative costs. Those costs can be taken out of chapter 3B payments, parity payments, loans, or other payments unless another law says otherwise. Payments can be made in advance. Committee members must be paid for work actually done at no less than the level in effect on December 31, 1985, and the Secretary may raise the pay level that existed on December 23, 1985. The Secretary must also pay travel expenses for local, county, and State committee members, including travel between home and the local county office, paid in the manner allowed under section 5703 of Title 5 for intermittent federal workers.
