Starting November 10, 2005, the Secretary of Agriculture must, when possible, set aside up to $25,000,000 worth of commodities from the existing shipment program for foreign countries to help communities hurt by HIV and AIDS. The goods can be given directly to people with HIV/AIDS and to households in those communities, especially people caring for children orphaned by the disease. The commodities can also be sold to raise money for other help, such as microcredit or microenterprise programs, to create or restore steady incomes for those same people.
