Allows the Secretary of Agriculture to make multiyear set-aside contracts that end no later than the 1990 crops. Contracts apply only to the programs for the 1986–1990 crops of wheat, feed grains, upland cotton, and rice, and only farmers in those programs can sign. Farmers must keep set-aside land in vegetative cover that sustains itself to protect soil, improve water, help wildlife, and keep areas attractive. Grazing is banned unless the President declares a major disaster and the Secretary finds grazing is needed. The Secretary must help pay part of the cost to establish the cover, can make rules to run the program, and will carry it out through the Commodity Credit Corporation.
