The Secretary of Agriculture must run programs to get rid of or use extra dairy products so too much milk, cheese, or butter does not pile up. The programs are done under the Agricultural Adjustment Act of 1938 (7 U.S.C. 1281 et seq.), the Agricultural Act of 1949 (7 U.S.C. 1421 et seq.), or any other law that allows it.
