The Commodity Credit Corporation must sell at least 1,000,000 pounds of surplus nonfat dry milk each year to people or businesses who bid for it. It can take bids that are lower than the usual resale price if doing so helps strengthen the U.S. casein industry. The Corporation must also make sure the milk it sells this way is used only to make casein.
