Secretary of Agriculture may help dairy and other livestock producers for losses if Congress provides funds in advance. "Livestock" includes elk, reindeer, bison, horses, and deer. Help can pay for animals that die, provide feed during shortages, cover sudden rises in production costs, or other aid the Secretary decides. Commodity Credit Corporation funds cannot be used; Congress may appropriate needed sums.
