If a person knowingly, or because they were very careless or failed to try to learn the important facts, breaks this law or its rules, they can be found guilty of a misdemeanor and, if convicted, must pay a fine up to $1,000 for the first offense and up to $2,000 for each later offense. Also, anyone who violates the law must pay the United States a civil penalty of between $25 and $500 for each violation, and the government can sue to collect that money.
