The Secretary of Agriculture can spend money, when Congress provides it, on things needed to run seed-related work, such as rent outside Washington, D.C., printing, phones, books, furniture, office and lab equipment, travel, supplies, and reporting services. The Secretary can also fund research to develop ways to process, bulk-handle, blend, sample, test, and market seeds, and cover other necessary costs in Washington, D.C., and elsewhere.
