The Secretary of Agriculture may combine and reorganize any offices in the Department that do research, provide services, or enforce rules about marketing, transport, storage, processing, distribution, or use of agricultural products. This can be done even if other laws say otherwise. When that happens, records, property, staff, and funds can be moved to the new agency. Any unspent money that is transferred must still be used only for the purpose it was originally approved for.
