Local currencies cannot fund export production of farm goods that compete with and substantially hurt U.S. producers if the President finds this. But the President may use such funds, including local currency from sales, to help an eligible, major illicit drug‑producing country (as defined in section 2291(i)(2) of title 22) shift away from growing drug crops.
