The President may reduce debts owed to the U.S. or its agencies that were outstanding on January 1, 1990, if those debts came from credits under subchapter II to an eligible country. Congress must approve any reductions in advance in an appropriation Act. The Facility directs an exchange of old obligations for a new one, notifies the Commodity Credit Corporation, and the Corporation adjusts its accounts.
