Title 7 › Chapter CHAPTER 43— - FOREIGN MARKET DEVELOPMENT › Subchapter SUBCHAPTER II— - UNITED STATES AGRICULTURAL TRADE OFFICES › § 1765a
Sets up U.S. Agricultural Trade Offices in other countries to help sell and grow markets for U.S. farm products. The Secretary of Agriculture, after talking with the Secretary of State, must open at least 6 and no more than 25 of these offices. Each office is run by an Agricultural Trade Officer chosen by the Secretary of Agriculture. These officers can be hired outside normal civil‑service rules and paid differently, but pay cannot be more than the maximum GS‑17 rate under section 5332 or higher than the top pay of an Agricultural Counselor or Attaché appointed under subchapter I to that country. Trade Officers run and supervise their offices and staff. They must keep the U.S. chief of mission in the country fully informed. The Secretary of Agriculture may hire more staff and, with the Secretary of State’s agreement, send them abroad and hire local workers. Office employees may not have outside jobs that conflict with their duties. If asked by the Secretary of Agriculture, the Secretary of State must seek diplomatic privileges and immunities for these officers like those given to Foreign Service members of similar rank and pay.
