Title 7 › Chapter CHAPTER 48— - HUMANE METHODS OF LIVESTOCK SLAUGHTER › § 1907
The Secretary of Agriculture must investigate and report to Congress about animals that cannot walk. The report must cover how many there are, what causes them to be unable to walk, how they should be treated humanely, and whether they cause handling or disposal problems for stockyards, market agencies, and dealers. If the report shows it is needed, the Secretary must make rules for humane care, handling, and disposal. Sections 10414 and 10415 will be used to enforce those rules the same way they apply under the Animal Health Protection Act, and penalties are in section 10414.
