The Secretary can give grants to the State of Alaska, a consortium set up under the 1998 Interior Appropriations Act, and Native villages (as defined in federal law). The money must be used to build and fix water and wastewater systems to improve health and sanitation in rural and Native villages. If the State gets a grant, it must put up 25% of the project cost from non‑federal funds. The Secretary must work with the State to set priorities based on each village’s needs and health conditions. Congress authorized $30,000,000 each year for fiscal years 2008 through 2023. Up to 2% of each year’s funds may be used by the State, and up to 2% may be used by the consortium, for training and technical help on running water and waste services. The funds remain available until spent.
