Makes grants to private nonprofit groups so they can give loans and subgrants to low‑income people in rural areas to build, fix, or maintain household water wells and household decentralized wastewater systems that the people will own. An "eligible individual" is someone in a household whose combined income for the most recent 12‑month period available is not more than 60 percent of the median nonmetropolitan household income for their State or territory, using the most recent decennial census. Loans from the grant must carry a 1 percent interest rate and can run up to 20 years. No loan or subgrant can be more than $15,000 per system. Grant recipients may use some funds for administrative costs as the Secretary allows. If a ground well is contaminated, the Secretary must allow funds to pay for water treatment beyond the point of entry, with or without a new well. The Secretary must favor applicants with strong experience in safe use of wells, wastewater systems, and groundwater. There is $20,000,000 authorized for each of fiscal years 2019 through 2023.
